Property rules tracker for foreign owners in Turkey

One dated list of every regulation that changes what an owner abroad has to do: what is in force, what is scheduled, and what has been announced without a date. Each row links to the guide that explains it and to the primary source. We add a row within two days of a change.

Scheduled Secure payment system mandatory for property sales
What changed

Any sale paid wholly or partly in cash or by bank transfer must go through a system that holds the buyer's money until the land registry registers the transfer. Postponed twice: from 1 July to 1 October, then to 1 December 2026 by a regulation published on 1 October. Which sales are exempt, the usage fee and a pilot are left to a protocol the ministry has not yet published.

What changed

TurkStat's twelve-month average CPI, published on the 3rd of each month (or the next working day), is the legal ceiling for leases renewing that month. It has fallen every month of 2026.

Announced, no date EİDS listing verification to cover foreign-owned property
What changed

The Ministry of Trade says the exceptional listing procedures for foreign-owned and unregistered property will be replaced by a verification mechanism. The owner-agency authorisation contract will be integrated into EİDS, and one property will carry one authorised agency. No effective date yet.

In force DASK policy ends on the day a sale is registered
What changed

The compulsory earthquake policy no longer passes to the buyer. It ends on the transfer date, the buyer must hold a policy in their own name before the appointment, and the seller can claim a refund for the unused days.

Announced, no date e-Devlet rental contracts to become mandatory
What changed

The Treasury and Finance Ministry is preparing the legal basis to make leases prepared through e-Devlet mandatory. It is not mandatory yet and there is no penalty for a paper lease; 72,581 contracts had been approved through the system by 30 August 2026.

In force Airbnb checks Turkish permit numbers against Ministry records
What changed

Every Turkish listing must carry a tourism rental permit number and the certificate holder's name; a listing without a matching entry cannot host. The permit law itself has applied since 1 January 2024.

In force 2026 rental income exemption: ₺58,000
What changed

Residential rental income earned in 2026 is exempt up to ₺58,000 (₺47,000 for 2025 income); the return is filed the following March. Rent must be collected through a bank.

In force Late-payment interest on property tax: 3.7% a month
What changed

Unpaid property tax instalments accrue 3.7% per month pro rata by day. Instalments for 2026 fall due on 1 June and 30 November, and arrears block a sale.

In force No listing without a verified EİDS listing authorisation
What changed

Since 1 January 2025 an agency cannot publish a sale or rental listing without the owner's authorisation verified through e-Devlet, under the Regulation on Real Estate Trading.

In force Tourism rental permit for lets of 100 days or fewer
What changed

Law No. 7464: letting a residence for 100 days or fewer under one agreement needs a Ministry of Culture and Tourism permit, the unanimous consent of all owners in the building and a plaque at the door. Longer tenancies need no permit.

Dates are effective dates where one exists and announcement dates where the rule has none yet. A row marked "announced" describes a ministry's stated intention, not a regulation in force; we do not fill in details the ministry has not published.
